Executive Summary

This section of the NI 43-101 Technical Report outlines the proposed recovery methods for the Thunder Bay North Project. The report assumes a future run-of-mine (ROM) feed sale agreement with a local mining company. Under this arrangement, any ROM feed mined from the property would be sold to a local mining company and processed as individual batch lots at that company’s concentrator. It is explicitly noted that no such agreement is currently in place at the time of this study.

Prior to finalizing any ROM feed sale agreement, additional mineralogical and metallurgical testing would be performed on samples representing the ore. Based on these test results, the relationship between feed grade and metal recovery would be confirmed. A mill feed sale agreement would then be finalized using these recovery relationships, ensuring that plant process improvements are identified to maximize metal recovery.

The anticipated sale arrangement involves accumulating mine production into processing lots, sampling via a tower, and transporting the feed to the local concentrator. Clean Air Metals Inc. would be accountable for safe transportation until the change of custody occurs at the local company’s site. The local company would charge a milling fee per tonne, and the resulting concentrate would be subject to standard smelter processing terms for the calculation of Net Smelter Return (NSR) for payable metals including Ni, Cu, Pd, Pt, Au, and Ag.

Executive Summary

This NI 43-101 Technical Report and Preliminary Economic Assessment (PEA) outlines the conceptual process design for the Thunder Bay North Project. The metallurgical test work, conducted in 2021 by Blue Coast, formed the basis for the preliminary process flow sheet and mass balance. The design utilizes conventional and proven technology to process underground ore, targeting the recovery of copper, platinum group elements (PGEs), and gold.

The plant is designed for a throughput of 3,600 metric tonnes per day (mtpd) with a planned availability of 92% per annum. The beneficiation plant will operate 360 days per year, processing an annual feed of 1,296,000 metric tonnes. The process flow includes primary crushing, comminution via SAG and ball mills, and a two-stage flotation circuit to produce separate copper and bulk concentrates.

The copper concentrate circuit focuses on recovering the majority of PGEs and gold, utilizing mechanical tank cells and column flotation. The bulk concentrate circuit recovers additional PGEs and remaining sulphides from the tailings of the copper circuit. Both concentrates undergo thickening and filtration before being transported offsite. Tailings are dewatered and dry-stacked in a Waste Storage Facility (WSF).
